This tells Partner you have a ♥ fit (so you must have four since Partner only promised four) and about 17 or 18 points (though you'd make this bid with a really good 16 also.)
Only have 14 points you say? You have 14 HCP (High Card Points) but you have three DUMMY points! Don't forget to include those!
Plus don't even THINK about mentioning your ♠ suit first. If you don't support Partner NOW you DON'T have four card support. It's as simple as that.
