How about 1NT? This shows a balanced hand with less than an opening 1NT point count. So less than 15 HCP. You also have a smattering of values in the other suits.
This came up in the open game the other day. This hand bid 2♣ on their rebid. This tends to show an unbalanced hand with nine cards in the minors. Not as good a bid as 1NT.
