You have a minimum balanced hand. You don't want Partner to get too excited.

The only two bids you can make that Partner is allowed to "Pass" are 2NT and 3♣

2NT shows your balanced hand but it also tends to imply you have a little something in both the unbid suits. You don't have much in the ♦ suit.

You are allowed to raise your Partner's suit with only THREE card support. So 3♣ is also an option.

You probably don't want to rebid that ♥ suit.

I would probably recommend bidding 3♣ with this hand. Mostly because Partner's tend to like it when you support them and I might be a tad worried about my lousy ♦ holding.
