This should be an easy one to bid. You have at least 6 HCP (High Card Points) so you should respond to Partner's opening bid. After all they could have 20 HCP and if you say "Pass" you have just missed a game!
But to bid a new suit at the 2 level shows 10 or more HCP. Which you don't have.
With this point count you are stuck bidding either 1NT OR 2♠. 2♠ would show a fit with Partner (which you don't have) so that is out.
